Due to the May 2019 update, International fans can't verificate a new account on MelOn, and unverifed acc CAN't strream on melOn but if you don't have a verified account there is an alternative:

How to stream
-Volume must be 50% or above.
- Don't listen to the same song repeatedly (It's considered spam)
- Make sure you are listening to the full song , not the 1 minute preview
- It's shouldn't be a MP3 sign
Create a playlist
- Select the Songs by Clicking it ( Tap album to add the full album)
- A green bar will appear
- Click + To add the songs to the Queue
- Select the Songs by Clicking it ( Tap album to add the full album)
- A green bar will appear
- Click + To add the songs to the Queue
- Add the songs to the Queue
- Tap on to open the 'Streaming history'
- Rearrange the songs by Click + drag them up or down
